刑事局偵九隊根據台灣展翅協會檢舉，偵破「蘿莉卡漫王」兒少色情網站。警方發現該網站可支援以Facebook、Google或Yahoo等帳號登入連結，並同步將新增的兒少色情影片、圖片發送到社群網站，成立僅短短3個月，就吸引1萬多人加入會員，爆發性的成長幅度相當罕見。
蘿莉卡漫王 千筆檔案
台灣展翅協會昨天公布2個違法散佈兒少色情內容網站，共計2千多筆檔案，其中台灣的「蘿莉卡漫王」網站，站內有1千多筆兒少性侵、猥褻或裸露性器官的影音檔案，包括青少年遭同學霸凌及性侵影片。
台灣展翅協會指出，上述網頁內容均已移除，但觀察發現，網路上流竄的兒少性侵影片，顯示不少加害人有戀童傾向，除了男子性侵女童，另外也不乏猥褻男童影片，年紀最小的是國外5歲女孩被強迫口交。
台灣展翅協會指出，該會網路檢舉熱線去年共接獲4921件檢舉，兒少性侵有580件，較前年的444件成長31%，且兒少性侵內容在台灣網域空間發現的件數，也由33件躍升到135件，佔總件數23%，可見台灣網路兒少性侵內容問題正日益惡化。
網站管理者 南投落網
日前有民眾向台灣展翅協會反映，「蘿莉卡漫王」（Loli-Kaman.com）網站內有大量兒童及少年情色影音檔案。警方獲報後，認為屬重大網路兒少色情案件，對兒少權益戕害甚大，立即展開偵辦，循線在南投查獲網站管理者是名從事資訊服務業的范姓男子，並查扣主機，將他依違反兒少性交易防制條例送辦。
波及無辜網站 也染黃
警方表示，該網站在今年4月成立，因可以用外部Facebook等帳號登入，新增的兒少色情內容又可自動發送至Facebook臉書等社群網站，造成在短時間內獲得大量瀏覽量，3個月內就累積1萬1939人次加入會員，也讓其他無辜的網站染黃。
警方發現，該網站以不同的版塊區分各式的兒少色情影片、圖片，還有排行榜。其中部分內容採付費會員制，透過信用卡等付費方式，向會員收取1600元（或美金55元）的年費，加上其他廣告收入，做為網站營利方式。
另外，刑事局也透過台灣展翅協會得知，有人在愛爾蘭的網路論壇公然散布大量兒少色情、甚至性侵害的圖影像檔案下載網址，進一步追查發現，提供檔案下載處為國內一個免費的網路空間Depfile，供下載的違法檔案高達928筆，警方已將濫用伺服器空間散佈的違法內容全數移除。
